  • Abstract:
    Because of the current increase in the demand for capital programs, the limited resources available for performing these projects, and the continually increasing status of the US deficit, the cost-effectiveness and efficiency of the government have received significant attention in recent years. Based on the results of previous studies, outsourcing has been widely suggested as a solution to the government’s problem of creating cost-effectiveness. However, the proponents of insourcing have opposed the government’s outsourcing practices based on the assumption that the in-house implementation of a project is more economical. As an important federal agency, the US Army Corps of Engineers (USACE) is one of the organizations that has been subject to both criticism and praise for its outsourcing programs. To address this controversy, in this research, we investigated the cost-effectiveness of outsourcing of engineering projects in various districts of the USACE and examined the relative internal cost-efficiency of the agency’s districts by using a benchmarking technique. Furthermore, we proposed an outsourcing decision-making model that the USACE could employ to minimize its project delivery costs. The proposed model includes several factors, such as expertise, deadlines, capacity, policy requirements, competition, and various cost elements, which could be used to identify the candidate projects that should be outsourced. The findings of this study showed that the utilization of private engineers could be cheaper than employing in-house engineers by an average of 12. 5% on the national level. The difference was mainly related to benefit packages and high overhead amounts for districts in certain locations. Finally, the study assessed the relative cost-efficiency of the agency districts by using the data envelopment analysis (DEA) technique to identify the sources and levels of inefficiency among the districts. The results indicated that the average cost-efficiency level of all districts is 87%; consequently, there was a 13% margin for improvement. In summary, the results of this comprehensive study could help the USACE and policymakers to make more informed and sounder decisions with regard to optimizing their limited resources to deliver public projects.
